STR_1:
1. Open https://addons.mozilla.org/en-US/firefox/addon/remote-xul-manager/
2. Focus urlbar, press Tab key once
3. Click "Add to Firefox" button on the page
4. Hover mouse over close button inside the panel opened in Step 2, then hold left mouse button

AR:  Focus outline goes beyond panels's borders
ER:  Focus outline should be aligned correctly:
     the same visual indents from the top and the right sides of the visual area of the panel
No longer blocks: 1277113
Reproducible with the following specs:
Mozilla/5.0 (Windows NT 6.1; rv:54.0) Gecko/20100101 Firefox/54.0
