In some cases expanded folder in bookmarks menu isn't scrolled into view when I hover mouse over its submenu (100% str)

STR_1 (real-life):
1. Open bookmarks panel from toolbar
2. Hover mouse over any subfolder of bookmarks panel
3. Scroll the list of bookmarks (possibly accidentally)
4. Hover mouse over the contents of subfolder opened in Step 2.

AR:  In some cases the list of bookmarks doesn't scroll to the folder from Step 2, sometimes it does.
ER:  Either always scroll, or always not scroll so that behavior was consistent and reliable.



Detailed STR_1:
Before performing the actual steps, you need to create real-life bookmarks structure. That's Step 0.
0.1. Launch new profile, open bookmarks sidebar, create folder "asdf" in Bookmarks menu
   [now create 200 bookmark in bookmarks menu]
0.2. Open the following url

0.3. Copy all text on page, open bookmarks sidebar, click on Bookmarks menu, press Ctrl+V
0.4. Click bookmarks toolbarbutton to open bookmarks panel.
0.5. Drag the folder "asdf" created in Step 1 to another position, so that it was the very upper
     visible item in bookmarks panel, when the last bookmark item is visible in bookmarks panel.
   [Bookmarks structure is created]


STR_1_detailed (A,B):   (scrollbuttons immediately)
1. Open bookmarks panel from toolbar, scroll it to the very end
2. Hover mouse over folder "asdf", wait until submenu will appear
3. Move mouse to the upper scrollbutton to scroll bookmarks, wait until "asdf" becomes invisible.
4.A) Hover mouse over the submenu opened in Step 2 without hovering bookmarks panel itself.
4.B) Hover mouse over the bookmarks panel, then immediately hover mouse over submenu opened in Step 2


STR_1_detailed (C,D):   (scrollbuttons delayed)
1. Open bookmarks panel from toolbar, scroll it to the very end. Scroll it a bit up (by 3-4 items)
2. Hover mouse over folder "asdf", wait until submenu will appear
3. Move mouse away from bookmarks panel without hovering submenu opened in Step 2, then hover mouse
   over the upper scrollbutton in bookmarks panel, without hovering the rest of the panel.
   Wait until "asdf" becomes invisible.
4.C) Hover mouse over the submenu opened in Step 2 without hovering bookmarks panel itself.
4.D) Hover mouse over the bookmarks panel, then immediately hover mouse over submenu opened in Step 2


AR:
 (B),(D) - "asdf" is scrolled into view in bookmarks panel.
 (A),(C) - "asdf" isn't scrolled into view in bookmarks panel.
 
ER:  In all cases (A),(B),(C),(D) menu should either scroll to folder either don't scroll. Reliably.


Notes:
1) Title says "100% str" because it's known in which cases exactly the panel behaves either way
2) It's enough 60 bookmarks to reproduce, and random bookmarks. I just provided the most reliable STR
