STR_1:
1. Open any long url, e.g.   http://example.org/#Unique20160728003708_Unique20160728003708
2. Click outside of urlbar
3. Move mouse between the text in urlbar and the upper border of urlbar (5px), hold left mouse button
4. Move mouse outside of the urlbar, release left mouse button.

AR:
 Step 3 - Urlbar becomes focused. Caret appears before the 1st letter in urlbar
 Step 4 - No visible action in urlbar. Caret is still blinking, no text selected

ER:  Either X or Y.  X is better
 X) Step 4 - All text in urlbar should become selected.
 Y) Step 3 - Urlbar shouldn't become focused, and caret shouldn't appear in urlbar


Notes:
1) Explanation of X. Reference:
   If in Step 3 I hold left mouse button over the center of url, then vertically move mouse outside
   of urlbar and release left mouse button, all text in urlbar is selected. There needs to be parity.
2) Explanation of Y.
   Usually I click in urlbar, then paste some text. If I accidentally click in a wrong place (STR_1),
   I fail to replace all text in urlbar with my pasted string. I get a mess and run into bug 1240217.

I don't think the ER is correct, first of all we don't select all on mousedown, but on mouseup. Second it's always possible to do a drag selection.
Maybe this refers to a bug in the old design, can't reproduce now.
