STR_1:
1. Open url   data:text/html,<style>body{height:10000px}
2. Middle-click on the center of the page, then randomly move mouse to start autoscrolling
3. Move mouse on the page vertically to stop autoscrolling
4. Rotate mouse wheel

AR:  Sometimes page scrolls in Step 4, sometimes it doesn't
ER:  Either X or Y
 X) Feature implemented in bug 643770 should always scroll the page in Step 4
 Y) Feature implemented in bug 643770 should never scroll the page in Step 4

Note:
 For about 1+ year in e10s mode rotating mouse wheel just scrolled

Cannot reproduce with the following specs:

Mozilla/5.0 (Windows NT 6.1; rv:54.0) Gecko/20100101 Firefox/54.0
