0. Enable menu bar
  (not necessary) Open http://www.emoticones.com/emoticonos_bananas.php
1. Click on "File" button in menu bar
2. {Quickly move mouse to the "Help" button and back to "File" button}  several times

AR:  When you stop moving mouse pointer, several (more than 1) menus are opened
ER:  No more than 1 menu should be opened
No longer blocks: 1277113
Cannot reproduce with the following specs:
Mozilla/5.0 (Windows NT 6.1; rv:54.0) Gecko/20100101 Firefox/54.0
