Tabs don't move/resize in fullscreen mode when I hover mouse over empty space in tab strip

STR_1:
1. Open new window, switch to fullscreen mode (F11). Enable option "Show toolbars"
2. Open many tabs to cause overflow in tabs toolbar. Switch to the last tab (Ctrl+9)
3. Hover mouse over the 1st visible tab in tab strip, middle-click that tab
4. Move mouse to the empty space on the right of tab strip (between last tab and right scrollbutton)

AR:  Tabs don't move
ER:  Tabs should slide to the right, just like in normal (not fullscreen) mode
