STR_1:
1. Launch new profile
2. Open new tab (Ctrl+T)
3.A) Quickly press F5 twice
3.B) Quickly press Ctrl+F5 twice
3.C) Hold Ctrl+F5 for 5 seconds
AR: Tiles on New Tab are partially clipped
ER: Tiles shouldn't be clipped. (There're several ways to avoid it)
Notes:
1) Sometimes I see this after 1 pressing of F5 or Ctrl+R.
2) Sometimes that clipping stays for about 5 seconds.
3) This is long-standing issue.

On 91.0a1 20210629092640 the steps do not reproduce any clipping, abussing the refresh in the described scenario will indeed show some refresh flickering, but in my view this is an expected by-product of refresh abuse.
