1327658 - [e10s] Shortcut don't work immediately when I switch to pending tab (especially restricred shortcuts like Ctrl+W)

0. Open window with N pending tabs in a row (N>3)
1. Switch to the 1st of them
2. {Press Ctrl+W} N times

AR:  Only ~[N/2] tabs are closed
ER:  All N tabs should be closed


STR_1_detailed:  (for people who want to reproduce)
0. Open new window. {Open https://www.youtube.com/ in a new tab} 5 times. Close and reopen the window.
1. Switch to the 1st tab (about:home)
2. Hold Ctrl key. Press Tab, then quickly {press W} 4 times to close 4 tabs

AR:  Not all tabs are closed. Usually 2 tabs are closed
ER:  All 4 pending tabs with Youtube should be closed


STR_2:  (reference of good behavior)
0. Open new window. {Open new tab} 5 times. Close and reopen the window.
1. Switch to the 1st tab (about:home)
2. Hold Ctrl key. Press Tab, then quickly {press W} 4 times to close 4 tabs

AR:  All 4 pending tabs are closed, just as expected


Notes:
1) Other shortcuts like Ctrl+L also have a delay, but Ctrl+W is a restricted shortcut (ask Masayuki
   Nakano for definition if necessary), therefore there should be nothing preventing it from working.
2) Obviously, This is not specific to Youtube.

I have verified this issue on Windows 8.1 x64 with latest Nightly (Build ID: 20170116030326) and latest Firefox release v50.1.0 and it is reproducible. When fast switching to other tabs although the focus has changed to another tab, the first tab will be automatically focused.
