AR:  No visible action
ER:  Urlbar should be focused; All shortcuts should propagate in a normal way, as if there's no Step 3

This is not a regression and the scenario doesn't explain why this should be changed.

If reopening, this needs a scenario explaining how this can be useful in a real use case.
