Ctrl+Shift+D in devtools doesn't change docking mode correctly

STR_1:
1. Dock devtools to the bottom side, then open it in separate window, then press Ctrl+Shift+D
2. Open new window (with only 1 tab)
3.A) Open devtools, focus devtools, press Ctrl+Shift+D
3.B) Open devtools, focus devtools, press Ctrl+Shift+D. Close the window opened in Step 2
4. Switch to the tab from Step 1, focus devtools, press Ctrl+Shift+D


AR:  Devtools are now docked to the right side of window
ER:  devtools should open in separate window.
     I usually use 2 types of docking and use Ctrl+Shift+D to switch between them, thus ER
     Anyway, there's a bug: docking "to the right side" shouldn't appear out of nowhere.
