1. Open url   data:text/html,<body a b c>
2. Open devtools -> inspector. Press Tab key.
3. Click on attribute "c", then press Delete key to delete attribute
4. Press Tab key

AR:
 Step 3 - focus outline appears on attribute [c=""], but when it's deleted, focus outline disappears
 Step 4 - focus outline appears around all markup
ER:
 Step 3 - focus outline should appear on attribute [b=""] or on blank area used for adding attributes
 Step 4 - focus should cycle through attributes plus blank area used for adding attributes

Note:
 Reference of good behavior: when I close tab, the next tab becomes selected.
 If there's no selected tab, the previous tab becomes selected
