1327805 - Animated tab favicon blinks and starts from beginning each time I hover mouse over tab

STR_1:
1. Open http://i.imgur.com/GNP5bPx.gif in a new tab
2. Open about:newtab in the next tab
3. Do {hover mouse over the tab from Step 1 and move mouse away} several times

AR:  Favicon disappears and blinks. Each time the gif starts from the beginning
ER:  Favicon should display in a normal way, as if I wasn't moving mouse around

Note:
1) The bug doesn't happen if selected tab is placed right before the tab with gif
   or if selected tab is the tab with gif.
2) I saw the same bug about 2 years ago, when the awful Australis theme was implemented
   That bug was similar to this one, but applied to not-animated favicons. Then it was
   fixed apparently... I only know it was somehow connected to new cache system
   If you know anything about that bug and its connection to this one, please tell me

Tested on Mac OS X and Windows 10 with FF Nightly 54.0a1(2017-01-25) and I can't reproduce it.
