Firefox doesn't save extension of data: image when I drag it to downloads button

STR_1:
1. Open url [1] in a new tab
2. Drag and drop tab from Step 1 to downloads toolbarbutton to save the image (avoid bug 1202798)
3. Click the toolbarbutton to open downloads panel, click on the downloaded file to open it

AR:  Downloaded file has no extension, therefore Win7 has no idea what it is. It doesn't open file
ER:  Downloaded file should have appropriate extension, as if I used Ctrl+S to save that image

Note:
 I constantly encounter this bug on Google Images, because usually first ~10 images are data: images

Dragging a tab to the downloads button should either do nothing, or be equivalent to a request to save the page.

This is likely an edge case though, so I don't think we should work on it right now.
