1. Open https://www.iandevlin.com/html5test/webvtt/html5-video-webvtt-sample.html , play the video
2. Focus fullscreen button in video
3. Press Enter to enter DOM fullscreen mode, then Escape to exit DOM fullscreen
4. Press Tab several times

AR:  No visible action
ER:  Focusring should cycle through focusable elements on page

Note:  You can click fullscreen button inside the video instead of Steps 2,3 with the same effect.
