This is regression from bug 1257723. Regression range:

I have manged to reproduce this issue on latest Firefox (50.0.1) release and latest Nightly (53.0a1 - Build: 20170104030214) build. The menu language from the bottom right corner of the panel is displayed black after following the provided steps.

It seems that this issue is regression from bug 1257723. Shane can you please look over this?

How was the regression range found?  Were you using mozregression?

We don't do anything in content, so graphic corruption there doesn't make sense in any case, and nothing in that bug patch would touch anything in content in a way to produce that.  I'm unable to reproduce as g+ is a mess and unusable, they've updated the share page since I last touched things here.

Using the mozregression tool I have performed a regression search and here are the results:

Last good revision: 674a552743785c28c75866969aad513bd8eaf6ae
First bad revision: 91714307a799b978b0a94911cd99ee75a1de0ac5

I have performed a manual regression for each changeset from the above pushlog, but all builds were bad.

So I have loaded the pushlog from 2016-05-10 to 2016-05-12: https://goo.gl/RhARux and I have performed again a manual regression and I got 2 different results:
- the "efb1646528c5" (Wed May 11 12:53:10 2016) changeset is a good build and the next "91714307a799" (Wed May 11 12:51:10 2016) changeset is a bad build. Based on this the issue is a regression from bug 1233250, but the strange think is that the fixed issue is for Android.
- the "674a55274378" (Tue May 10 22:20:29 2016) changeset is a good build and the above "5467a8d9d844" (Wed May 11 12:51:10 2016) changeset is a bad build. Based on this the issue is a regression from bug 1257723.
I suspect this might be a general e10s issue - is it reproducible with e10s disabled? If not, it might be bug 1336125 (or one of the many other bugs that https://bugzilla.mozilla.org/buglist.cgi?short_desc_type=allwordssubstr&short_desc=%3Cselect%3E&resolution=---&query_format=advanced shows are open for <select> elements on e10s.
I have tested this issue with e10s disabled and is still reproducible. Tested with latest Firefox (51.0.1) release and latest Nightly (Build ID: 20170205030206) build with e10s disabled on Windows 7 x64.
Too late for a fix for 53, fix-optional for 54, minor carryover regression.
