STR_1:
1. Paste https://tproger.ru/ in urlbar and press Enter
2. Type "a" in urlbar
3. Wait 10 seconds until "push notifications" panel appears

AR:  After Step 3 panel is displayed ABOVE urlbar suggestions
ER:  Notification shouldn't overlap suggestions - suggestions should be fully visible


STR_2:
1. Move downloads toolbarbutton before urlbar (Customize)
2. Download 3 files, click downloads toolbarbutton to open downloads panel
3. Focus urlbar via Ctrl+L, then type "a"

Note:  STR_2 will be fixed by bug 1187647 (probably). STR_1 will not. FF 44 is unaffected

It's 99% bug 1264983 and I'm not sure we can do anything about that.

This seems somewhere between "expected" and "arguable either way" -- if a new panel opens, I'd expect it to be on top. Otherwise one could fairly be opening a bug for missing new panels because something else happened to be open.

That is unfortunate that bug 1264983 can't be undone, and popup handling couldn't be changed

In STR_2 autocomplete suggestions appear after the panel appears, not before.
Also, related to comment 3 is bug 1327846, the general case:
"a good UI is UI when user can dismiss whatever panel w/o loosing information in 2nd panel and w/o
closing the 2nd panel. And the opposite: can keep the 1st panel open and readable w/o loosing info"
You might want to close these 2 bugs in a row.
