STR_1:
1. Open new window. Open url "about:config?filter=pixelsper" in 2nd and 3rd tabs in that window
2. In 3rd tab focus urlbar. Switch to 2nd tab, focus filter field on the page in the 2nd tab
3. Switch to 3nd tab. Switch to 2nd tab.
AR: Urlbar is focused
ER: Filter field on the page should be focused
This is regression between 2016-05-26 and 2016-10-01

We can track it, but no one is working on it yet, so that may not do us any good for the 53 timeframe. Bill, can you help find someone to investigate the issue and take on this but?
