0. Set Flash to "Ask to activate" or intall an obsolete version of Flash
1. Open http://tvzvezda.ru/news/sport/content/201606111555-edp6.htm in a new selected tab
2. Wait 1 minute (or maybe less. See screencast)
STR_2:
0. Set Flash to "Ask to activate" or intall an obsolete version of Flash
1. Open attached "testcase 1"
AR: Plugin notification appears and disappears, so content on the page twitches
ER: Either X or Y (i.e. please leave content along)
X) No Flash plugin notification at all
Y) Flash plugin notificaion shouldn't disappear
Note:
Marked as regression, because at some point (bug932854) content started to twitch w/o clear reason

It seems that this is a regresion caused by your change. Please have a look.

I can only reproduce this issue when following STR_2, I'm not seeing the plugin notification bar appear and disappear when following STR_1.
