as a 3rd party app developer, I want to be able to customize the bottom toolbar when I make use of custom tabs
the method 'addToolBarItem' was added in support library v23.2.0, but be marked as deprecated in v24.2.0[1]. In that version, one new method is involved. So far our support library version is 23.4.0[2].

* Are we going to support both of new-method and deprecated-method?
* We have to upgrade support-library version first, then we can start to implement by new method 'setSecondaryToolbarViews'

Because this bug has dependency with Bug1333704 for android library upgrade,and based on the discussion and comments of  https://bugzilla.mozilla.org/show_bug.cgi?id=1333704#c8

this bug is considered not included in the phase1 MVP.Remove blocking for META bug tracking.
