The default URL of a new tab is about:blank
The default URL of a new window is one's homepage
This is inconsistent

Many Mozilla versions ago, the default URL of a new tab was one's homepage too,
but has been changed since then. The bug does not occur if you make a new tab
via middle-clicking or similar.

There is at least an inconsistency between tabs and windows. If the powers that
be do not consider this a bug, then make it a RFE that a user-option be added
to customise the behaviour.

Steps to reproduce
1) Open a new tab using Ctrl-T
2) Notice that the URL in the URL bar is about:blank

Expected Result
The URL should be one's default URL/homepage

Tested with builds 2002021413 and 2002032108 under Linux
