Save As Web page complete, malformed local url paths if oringal location
contains spaces they are saved as %20 and then when you try and load the page
you have saved to disk they are escaped as %2520


save a complete web page to disk
if the website contains spaces in the path mozilla will replace them with %20
(example)
http://www.mozilla.org/space test.html
saved to c:\My Documents\ would become 
file:///c:/My%20Documents/space%20test.html

now when i go to view this page the images in the document have the file path
space%20test_files/image.jpg

and when you try and view the page mozilla takes the %20 and tries to escape the %
so mozilla thinks the correct path should be
space%2520test_files/image.jpg
but it is not

i did a search for Save As to try and see if anything similar had already been
reported but did not see anything, so i hope this not yet another duplicate.

Something in persist should unescape the URL during fixup, possibly
MakeAndStoreLocalFilenameInURIMap.

Changing target milestone to 'Future' since 'mozilla1.0.1' came and went already.
