Details
When user opens for the first time Thunderbird, a sheet/modal box is shown asking if he/she wanted to setup a mail account.
We could maybe offer this as in-content in the same window, instead of a dialog box.
This way user would be able to interact freely with the app without having to dismiss any dialog.
Maybe we could even provide to the user the option to create any of the possible type of accounts and then switch to the Account Wizard specific to the one the user has selected.

With a new account hub on the way, and the method of account creation solidified, should we close this bug?

Indeed, the account hub is actually an in-content account wizard, so this could be marked as a duplicate of bug 1789966
