Opening an existing issue from the diff page starts a never-ending "Loading" spinner

STR:
1. Open a review, go to a patch and look at the diffs.
2. If not present, add an issue. (Notice that when creating a new issue, the "Loading" spinner comes up and disappears quickly.)
3. Click on an issue.

Notice that the "Loading" spinner is shown at the top, but never goes away, even after closing the issue box.

I don't know if it's relevant, but in my case, it was an issue written by someone else, and I had added (but not published yet) a response.

Bonus bug: I cannot reopen the same issue again.

I was able to create a new issue, and that seemed to resolve all problems, no more infinite spinner when opening an existing issue.
