1330690 - Create hg.mozilla.org/automation/conduit

We'd like to create a new repo, hg.mozilla.org/automation/conduit

Can we get a new LDAP group that restricts access to this repo to just a small group of people?  The following people should have access:

* [e-mail]
* [e-mail]

Why can't we use an existing repo, like version-control-tools?

a couple of reasons...

- this work is more than just "version control tools"; a new repo makes this clear, and allows us to tighten security on both vct and the new repo
- a vct clone is required to work on firefox; we'd need to always be mindful with the size and frequency of changes (eg. we wouldn't want to vendor in a large project into vct)

Bugs related to this project, patches for which will be landing in this repo, are in the new Conduit product on BMO.

https://hg.mozilla.org/automation/conduit now exists. Group owner is scm_conduit.
