1330813 - Autoland backend server to handle autoland-ui api requests

Series ID is parsed from URL, passed back as a field in the canned JSON

Acceptance criteria:
- docker-compose up
- visit localhost:8889/my-cool-series
- curl should get a JSON blob from autoland service API that has a series ID field set to 'my-cool-series'

JSON should be same schema as returned in the examples (bug 1330798).

I've modified the acceptance criteria a little bit:
- docker-compose up
- visit localhost:9999/api/v1/repo/gecko/series/bz://123456/smacleod
- curl should get a JSON blob from web API that has an ID field set to "bz://123456/smacleod"
- JSON should be same schema as returned in the examples (bug 1330798)

Attachment: autoland-web-api: add files to allow developing with docker (Bug 1330813).

A Dockerfile-dev has been added to run the web api inside a container
for development. This dockerfile is used by docker-compose to start
the service when "docker-compose up" is run. Services needed for
development in the future can be added to docker-compose.yml
