The page at http://www.city.ottawa.on.ca/ is not displaying properly.  The table
layout is incorrect.
The gifs "The city of ottawa..Canada's capital" should be in the blue part to
the right of logo.

Actual Results:  The page is not displayed properly

Expected Results:  The gifs "The city of Ottawa..Canada's Capital" should be
displayed in the blue part to the right of the logo.

There's an extraneous </tr> inserted in the page, which closes the first table
row and puts those two images into a new row as well as a new cell.  Removing
this should cause the page to lay out properly.  Probably Evangelism.
