STR:
1. Open a URL in Safari or Chrome.
2. Drag the proxy icon from the URL bar onto the Firefox icon in the dock.
3. Observe that Firefox opens two tabs for the URL.
This is reproducible for Firefox to Chrome, too. Dragging and dropping the proxy icon from the Firefox URL bar onto Chrome's dock icon opens three tabs in Chrome. It's not reproducible for Firefox to Safari. I'm on macOS 10.11.6.

Is this a regression? Is the URL opened in all tabs? Do you have Firefox set to open a specific URL when it is first launched?

No, I can reproduce the same behavior on Release, Beta, and Dev Edition. Updating tracking flags to match.

Yes, the same URL is opened in both tabs.

No. I have Nightly show a blank page on startup, but this occurs with a home page, too.
