1331989 - [RTL] Reader Mode Settings not mirrored

AR Fennec 53.0a1 2017-01-17 Pixel Android 7.1.1

Steps:
1. Go to a news page - ex aljazeera.net and choose one article
2. Tap the reader Mode view
3. tap outside the pop up to dismiss it 
4. Tap the Aa orange button 

Expected results:
- The orange button should be left aligned
- The settings from the menu should be mirrored - on right, + on left etc

Actual results:
- The button and the menu is not RTLed.

Affirmative, this menu probably should also layout with RTL. But the button and text does not trigger overflow nor cause reading problem, I think this bug should not block 53 merge schedule.
