There is no documentation page for the HTML RB element (http://www.w3.org/TR/html5/text-level-semantics.html#the-rb-element).

Additionally, I am unable to create a page for it, as I don't have permission to create pages.

If I gave you that permission, would you be interested in writing that page?

Yes, I'd be interested in writing the page if I had permission.  I'm not too familiar with the subject but I'd be able to create a page based off of what information is in the w3 spec.
