[about:config] Unable to store non latin-1 characters in about:config
Steps to reproduce: a. open about:config b. create a new preference, name it "test" and set its type to string. c. type a value that is not latin1. For example, in the attached screenshot I have used "שלום עולם" which is Hello World in Hebrew. Actual result: Text is unreadable. In my case, it stored as "éÜÕÝ âÕÜÝ". Expected result: Text should be shown as typed.

For some reason, this is still an issue on latest Nightly.
