Iin the case of the MozillaOnline version of Firefox (and some partners) we need to replace the suggested sites, not just add. We should provide a way to do this via a distribution. See: https://github.com/MozillaOnline/gecko-dev/commit/41ad6fa04ce63e8d829e02fcfa06a0c3b019e7ab For what they are doing (we can't copy this)
If you specify six suggested sites, it overrides the default six. So we're good.
