The Background of a page gets partly deleted in a frame set if a layer is
present, especially if its that's moved in the picture with Javascript. 
This worked fine until Mozilla 0.96, problems started with release 0.97, since
then it was always the same behavior.
Works fine in IE 4.x, Netscape 4.x, Netscape 6.x, Opera 4.x

Reproducible: Always
Steps to Reproduce:
1.open Mozilla 0.97 and up
2. go to http://www.vanessamontagne.com/newfree/freesitefiles/mainfreeset.htm
3. see background vanish in mainframe and get white in left frame at the bottom

Actual Results:  Background gets partly distorted.

Expected Results:  Render Backgrounds fine without overwriteing them.

problem dissapeared with Mozilla 1.0 RC2. Don't know why, but it works now fine
as until 0.96
