I am new to open source. I just stumbled upon this great website, Mozilla and I would love to offer my contributions. I would love to get assigned to this bug and resolve this issue.

That's great! I suggest you start by setting up your local development environment. We have detailed documentation for that

You can see a variation of the new footer layout from moderator. The two important differences from that we need to account is that it should have a black background and we should also fit the language chooser dropdown there.
