Details

Tokenserver should not increment the available column for a given node if it is marked downed or backoff, nor should it increment available above the capacity value. All three behaviors happen in production. Since users should not be assigned to a node that is marked down or backoff this is not a very serious bug.
I am highly unlikely to get the bandwidth to tackle this bug; I wonder if it's something we can hand off to Benson's team?
