Steps to reproduce:

1. Check "Enable Remote Debugging" in Developer Tools options.
2. Press Ctrl-Alt-Shift-I. Browser Toolbox window appears.
3. Unfocus it and press Ctrl-Alt-Shift-I again. A Close Firefox confirmation box with the text "Firefox is already running, but not responding. The old Firefox process must be closed to open a new window" appears.

Browser Toolbox should perhaps be closed instead.

Hmm, I am not sure what I would expect here...  At the very least, we could try to detect that the Browser Toolbox is already open and not launch it again.
