1334529 - add BUG_COMPONENT to testing/web-platform/tests/media-source/* files

we have many files which have no clear path to where to file a bug, I was looking at an intermittent for:
testing/web-platform/tests/media-source/SourceBuffer-abort-updating.html

it would be nice to be able to do:
./mach file-info bugzilla-component testing/web-platform/tests/media-source/SourceBuffer-abort-updating.html

I took at stab at this, possibly I am incorrect- I am happy to make any adjustments- here is what I have right now:

$ ./mach file-info bugzilla-component testing/web-platform/tests/media*
Core :: Audio/Video: MediaStreamGraph
  testing/web-platform/tests/mediacapture-streams
Core :: Audio/Video: Playback
  testing/web-platform/tests/media
  testing/web-platform/tests/media-source
Core :: Audio/Video: Recording

I am failing the W lint task with this patch, and it appears because I am adding a new moz.build file:

:jgraham, Is there a rule to add new files to web-platform/ ?

Oh look, the lint was accidentally helpful.

You can't add a moz.build file to testing/web-platform/tests because that gets upstreamed. Other vendors don't care too much about our bugzilla setup, so you will need to put any mozilla-specific files in testing/web-platform.
