Steps to reproduce:

Open a website and click on the address bar.
The url is now fully marked.
Now try to change the "cursor position" with the keyboard arrows from a hw keyboard.

Device: iPad Pro with iOS 10.3


Actual results:

The "cursor position" is not changed so you're for example not able to add something to the url without touch at the address bar.


Expected results:

The same/similar behaviour as in Safari for iOS:
If you click once on right the cursor position should be at the end of the url and if you click once on left the cursor position should be at the beginning of the url.

 Not specific to iOS 10.3. I was able to reproduce on release and master on iOS 9.x/10.x

Verifying as fix on master on master b88c7f42. The cursor position can be changed in the address bar using the keyboard arrows.
