Following desktop's lead in Bug 676563, we need to do this work for iOS as well.

This will involve:

- Migrating storage to make sure we store creation times.
- Writing creation times when we add a bookmark.
- Writing creation times for the roots.
- For the buffer contents, figuring out whether to redownload or not.
- For local and mirror, faking creation date -- modified should be fine.
- Accepting incoming creation times, putting them in the buffer.
- Pushing them through the merger correctly.
- Including creation times in uploads.
- Writing tests for all of these.
