In android test jobs, if the emulator fails to start 5 times, the job is abandoned and marked as a retry, and the job restarted. We expect that to happen infrequently. Lately it seems to be happening more, especially for Android x86. Checking the screenshots for some of those jobs, I see a dialog box saying "Thanks for using the Android SDK" instead of the emulator. It seems to be a semi-random query to opt in to Google usage statistics.

~/.android/emu-update-last-check.ini may be part of the issue.

https://issues.jenkins-ci.org/browse/JENKINS-21280 suggests ~/.android/ddms.cfg controls the prompt, which is consistent with my local testing.
