Build 1999090808M11: Win32/NT4, Linux/Redhat 6.0, Mac 8.5.1

Overview: Mail/News Preferences has a "Copies & Folders" panel. This panel
should be removed from Preferences.

This information has been moved to the Account Manager window. The Account Setup
Spec (http://gooey/client/5.0/specs/mail/accountSetup/accountSetup.html) shows
that each account will have its own "Copies & Folders" panel. For instance, two
accounts would display as:

- qatest20
  - Server
  - Copies & Folders
qatest33
  - Server
  - Copies & Folders

fixed.

adding chuang to the cc list, to keep her in the loop.

a while ago, the "copies and folders" prefs pane was moved into the account
manager

removing this pane from the preferences window should help to reduce confusion.
