Details

1) open a bugzilla query page
2) use the mouse to popup a <select size=1>
3) try to use up-arrow/down-arrow to scroll the options

Actual results: doesn't change the selection
Expected results: should change the selected option

This is with XBL-based form controls _enabled_. This is not with the normal set
of form controls.
