We should update developer docs at https://mozilla-pontoon.readthedocs.io/en/latest/ with instructions on how to set up a project to be localized within the Pontoon instance.

It should replace the existing document located on MDN:
https://developer.mozilla.org/en-US/docs/Mozilla/Implementing_Pontoon_in_a_Mozilla_website

Our developer docs are currently spread among various places and a bit messy. They also don't cover all the topics they should. Some order and structure would help.

* Contributing
* Workflow
* Integration with fluent

2. The hashin package to requirements-dev.txt.

3. README has been updated with information that the listed deployments
are used for the localization of Mozilla projects only.
