User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce: 1. Install Firefox 2. Open Firefox(clean profile) 3. Do not scroll in the "First tour" menu, do not press "Start Browsing", dismiss Firefox from the app switcher button and remove Firefox from the app switcher window 4. Re open Firefox Actual results: 4. After re opening Firefox the "First tour" menu is not presented anymore, the "Start browsing" button is not presented anymore even if the first tour was not browsed. Firefox is opening the navigation page. Expected results: 2. Firefox can be re opened, and the "first tour"is presented with "Start browsing" button available 3. Firefox can be back rounded from the app switcher button and can be removed from the window 4. Firefox can be re opened and the "First tour"menu is displayed with the "Start browsing" button available
This is an intentional design decision. The first-run tour is a one-time operation. It can be accessed again through Firefox Settings -> Show Tour.

Thank you! On a side note, I checked parity with Google and the behavior is different, they're first run tour shows every time until you dismissed it.
