These resources are retrieved in a webrtc.org checkout by using the download_from_google_storage script found in the depot_tools repository. If we want to grab these files in the same way, we would have to first download a copy of depot_tools to a suitable location, then run the script to retrieve the files as part of the mach command to run the tests. This seems complicated enough to deserve its own bug.

We might also need to mirror the files in our test infrastructure so we're not hitting an external server as part of running tests in automation. Another possibility would be to make these files part of a docker image used for webrtc.org tests so that they are already available.
