Details
This will allow releng to control the scopes afforded to nightly builds on different projects.

I'm adding :level-<level> into the role name (`assume:project:releng:nightly:level-<level>:<project>`) for good measure.

Shipped to the remaining repos (except mozilla-release, which still has some v1 scopes).
