It should be moved out of a language pack.

Are you sure people do not translate "Mozilla" nor "Sidebar"? What do these two
words supposed to mean for non-English speaking users? While trade marks or
brand names do not get translated in some languages, they do get translated in other
languages.

I think the issue was with mainWindow.dtd, not brand.dtd, I got confused.

But either way, mainWindow.dtd has disappeared from the build so this is 
invalid.
