Splitting from bug 105698 comment 10.

Steps to reproduce:
1) Right-click in URLbar
2) Move mouse over "copy"
3) Wait a second

Result:
1. The tooltip for the URL bar appears (this bug) in a seemingly random location.
2. The context menu moves (bug 105698) the next time the mouse moves at all.

I am using Windows NT 4.0 SP6a with all post SP6a Fixes/Hot Fixes
applied, and Mozilla 0.9.9-2002031104.  I concurr "this" bug for
URL/Address tool tip displays in Mozilla 0.9.9-2002031104 Win32.  My
experiences can directly relate to:

  1) Bug 105698 Description, aka comment #0
  2) Bug 105698 Comment #2, but in my case NT 4.0
  3) Bug 105698 Comment #8 aka Bug 129874, exactly as I have but with
NT 4.0
  4) Bug 105698 Comment #10, but in my case NT 4.0


I have a question is this bug about not displaying a tooltip at all
when the mouse is over the URL/Address bar, or only when a context
action like a right mouse click is done?

I like that fact there are seperate bugs, one for menu shifting, bug
105698 and one for tool tips "this" bug.  (I am just not sure if one
causes other or they are different unrealted cause and effect issues,
but safer to make seperate bugs.)

I'm not asking to get rid of the tooltip in the URL bar.  I'm just asking that
it not be shown as the tooltip for the URL bar context menu.

The menu-shifting bug happens with context menus other than the URL bar context
menus, so they're separate bugs.  This is only one way to trigger bug 105698. 
Fixing bug 105698 would make this bug less annoying but wouldn't make it not be
a bug.

I think this might be indicative of a larger problem with context menus showing
the tooltip of their parent in some cases. For example, see Firefox bug 232428.
I'm taking the liberty of resummarizing punting this to XP Apps: Toolkit/Widgets.
