I ran into this today, but the problem went away after I restarted my session.

Loading any file:/// URL, or dragging a local file into a tab, would display a crashed tab. The tab had a blue spinner with a red exclamation mark as its favicon. There was no crash report on about:crashes for this, neither a submitted nor an unsubmitted one.
Sounds like you were having a rough time starting up the local file content process? I assume this pref is still true:

That pref is true for me, and yes, maybe I wasn't able to start the content process. Not sure how that could happen though. Everything's working correctly at the moment.
