Build a centos7 EC2 instances that runs tor daemon to reverse proxy traffic from tor browser to versioncheck. The goal of this service is to allow tor users to call versioncheck without leaving the tor network.
Transforming the prototype into an actual service will be handled in a separate bug.

Hey! What do you know, I did this. A prototype anyway. The attached script will set up a one-worker-box two-onion-service-loadbalanced setup.

I'm going to mark this as fixed; but the next step will be to evolve the prototype in multiple directions for an actual production version.
