Platform: Windows NT (only; works fine on Linux)

To reproduce:
- Launch apprunner
- Select File | New Browser Window
- In the new browser window, select File | Quit

Result: Nothing happens. No window is closed; the app is not quit.

Expected result: All windows are closed and the app is quit.

The new quiting code seems to work.
Status: RESOLVED → VERIFIED
Using the 1999101908 build - this crashes the app, just like any other File |
Quit. So, I'm verifying this as fixed.
